Bill Williams is a Senior Consultant within TMST experienced in all facets of Strategic Planning and Communication, M&S Training solutions, Proposal Development, and Knowledge Management. Bill was a career Army Armor Officer with combat experience, and a training and simulations professional, a former FA57 Colonel. Bill has extensive US Army Europe Army Service Component Command (ASCC) experience, over 15 years in various positions in the headquarters. He also has extensive experience working with NATO Allies and other European partners in a training and exercise context.
Bill was an early gaming pioneer in 2001, using the tank game, Steel Beasts, at the US Military Academy for educational purposes. This led to a wide usage of the product in NATO armies and was one of the first uses of such gaming in education at West Point’s Department of Military Instruction.
After his combat tour in Iraq in 2005, Bill developed a unique training capability by serving in the most demanding training focused positions in the European theater. He was a Joint Multinational Readiness Center Observer Controller and JMRC Operations Officer. He served as USAREUR Chief of Exercises. He designed and built the USAREUR G3 Multinational Training Division. He led the G37 Training and Exercises Directorate, designing and leading predecessor exercises to the European DEFENDER exercise series. In all, Bill has designed live, virtual, constructive, and gaming training events from the battalion to the four-star headquarters level.
Selected to assist an Allied General Officer to become USAREUR Chief of Staff, Bill worked closely with four German Brigadier Generals in that role, helping them lead the USAREUR Staff during the Invasion of Crimea and through the European Deterrence Initiative planning and execution effort over the last seven years.
In the last five years of service, Bill was the Deputy Chief of Staff – Civilian, a GS15 focused on transforming the USAREUR headquarters. An expert in staff process and information management, some highlights are: Merging the USAREUR and USARAF headquarters, Full USAREUR Policy Review, and Redesigning the headquarters for a more Operational role in a complex Strategic environment.
An expert in strategic communication, Bill presented USAREUR-AF Command information to widely diverse groups from Congressional Delegations to groups of German High School kids for the last seven years of his time in the Army.
Bill holds a BBA in Accounting from Texas A and M University and a Masters of Industrial Engineering (Simulation and Training Systems) from the University of Central Florida. Bill is also a FA 57 Simulations Course and Command and General Staff College graduate.
