Clay is a retired Army Cavalryman and Aviator who has spent the last twelve years working in the Orlando simulations and training community. He brings over 40 years of experience to TMST. He is experienced in all facets of military training, and most often consults for live training, campaign planning, curriculum development, and Proposals. He is highly proficient in Color Teams and Proposal Preparation and Development.
His last Army assignment was Acting CGSC Dean and Director of Command & General Staff School, Ft. Leavenworth. He served 5 years as Director, Combat Studies and Department of Military History. He was a principal staff officer for Intermediate Level Education curriculum and chaired or sat on over 25 Master’s Theses committees.
He is a highly experienced writer and can tweak other authors’ inputs to ensure they respond correctly and forthrightly to a government request. His skills and experience in writing proposals and reviewing content written by others are without peer.
In the past seven-plus years at TMST, Clay has been a Proposal Manager and a Book Boss and provided volume support for customers managing their own proposals. As a Proposal Manager, Clay has never had a submission
returned for failure to comply, and he has an excellent win
rate. Clay also had experience as a VA Portfolio Manager, Group Manager, Program Manager, and Training Program Developer.
Clay is highly proficient in reviewing and writing documents for government customers. He uses this skill to support proposal review teams, proposal writing, and ensure proposal compliance. He has demonstrated his ability to understand government requirements and requests. Clay possesses a critical eye for details and a masterful ability to shred a new RFP/SOW that results in a Compliance Matrix to ensure clients have adequately addressed each "shall," "will," and "requirement" of the solicitation.
In addition to his own considerable skills, Clay understands the importance of a team. He has a strong network of government and civilian contacts who are experts in all phases of proposal and business development.
