Over 27 years of leadership experience.  He has extensive knowledge in all facets of military intelligence operations, strategic and operational planning, assessments and functional analyses, process development and management, and executive-level product development, and delivery.

  • 27+ years’ experience as a Marine Corps Officer, Military Leader, and Intelligence Expert.
  • Served over 5 years in senior positions, including as the Asst. Chief of Staff for Intelligence at Marine Corps Forces Special Operations Command for over 3 years.
  • Senior Planner in USTRANSCOM’s Joint Enabling Capabilities Command; subject matter expertise in defense planning and leading cross-functional planning teams for complex problems.
  • Authored Master’s theses on Military Intelligence asset distribution for competition and the grand strategic implications of elevating cyberspace capabilities as an instrument of national power.

Carl is a retired Marine Corps Officer with extensive experience in joint and special operations, military intelligence, strategic and operational planning, assessments and functional analyses, process development and management, and executive-level product development and delivery. Carl has served in numerous high-level executive positions, most recently as the Assistant Chief of Staff for Intelligence, Marine Corps Forces, Special Operations Command.

As Assistant Chief of Staff for Intelligence, Marine Corps Forces Special Operations Command for 3 years, he oversaw all facets of the command’s Intelligence Portfolio, from intelligence combat capability and future force requirements development to major intelligence program strategic reviews. He also served as the Assistant Chief of Staff for Training and Education, Exercise, and Modeling and Simulations Programs within MARFORSOC as well as the Assistant Chief of Staff for Intelligence at 2d Marine Aircraft Wing, II Marine Expeditionary Force, where he drove change and innovation in processes for enhanced outcomes.

Carl was a senior planner in the US Transportation Command’s Joint Enabling Capabilities. He was a principal author of a Geographic Combatant Command Contingency Plan and is a recognized expert in the joint planning process. He also led multiple cross-functional planning teams to solve complex challenges for senior officials at the Chairman of the Joint Chiefs of Staff (J-5 Directorate), Geographic Combatant Commands (USEUCOM, USAFRICOM), US and Allied Joint Task Forces (UK-headquartered Joint Expeditionary Force, Special Operations Joint Task Force-Afghanistan, NATO, U.S. Army Europe/Africa), and the Defense Advanced Research Project Agency (DARPA).
