Dave is an acquisition expert with over 37 years of government experience. Dave has supported the Army, Navy, Air Force, and OSD, including as Project Manager (PM) for an OSD-led program that funded and executed crucial developments for every DOD test organization. He held roles as PM, Deputy Security Assistance Management Director, Chief Engineer, Staff Action Officer, and Manager. Dave managed Government contracts valued up to $2.4B, sponsored SBIR programs, and led complex developmental and integration efforts.

Dave has outstanding technical skills and highly successful Management experience. He is a Lean Six Sigma Black Belt, Security/FMS certified, DAWIA certified, and a certified Test Director.  He has managed over 60 source selection boards supporting the Army, Navy, Air Force, OSD, Dept of the Interior, Defense Technical Information Center, and others, with the largest effort being a $2.4B MA-IDIQ.  Dave was also the President of the Central Florida Chapter of the International Test and Evaluation Association. 

Dave co-authored numerous Defense policies, including key acquisition regulations such as Army Regulations and PAMs 70-1, 73-1, and 350-38, as well as numerous DOD Directives and Instructions. He also wrote two NATO Standardization Agreements (STANAGs). He knows Government policies and practices and wrote the books directing many of them.

Dave was selected and appointed Dean of a Test Director College, PM for a $2.4B MA-IDIQ, Deputy PM for International Programs. He lead multiple key research programs (including nuclear, WMD, weaponry, CBRNE, cyber, software, test, training, and hardware efforts) at OSD and Service levels. He was elected Treasurer and Secretary of the International Test and Evaluation Association’s George Washington (DC) Chapter and President of the Central Florida chapter.

Dave’s thorough understanding of the acquisition process and insightful understanding of what a successful acquisition looks like provides a keen competitive edge to TMST clients.
